I thought Cox used quad shielded RG6. Not saying tri shielded won't work, but something to consider.
If it's a short run, demark in wall to modem, tri shield should be fine. I have a 20 ft run that is quad shielded, but a 5 ft run, tri should be good.
The coaxial the OP pointed to was 100 feet. That's why I suggested quad shield. However all the quad shield I can find is 75ohm and not 70. Do you think that makes a big difference?
It could, 75 ohm is a greater resistance, and has the ability to reduce signal levels.

Yea, your downstream was on the high side and your upstream was on the low side so the extra signal loss did you some good.
