Modem Puzzle: on-line is dark /link is blinking / other lights solid - only the tv doesnt work

Ok.  Weird one we are experiencing.  On the modem, most of the lights (power/DS/US) are on except the ON-LINE light.  the LINK light is blinking fast.  The ON-LINE light is OFF but, we are still on line?  The only device that doesnt work is the Samsung smart tv.  There are no outages in my area.  So I dont know what is happening and why my tv will not stay connected.  Any ideas to remedy this?
