Limit Certain Devices on the modem without blocking them on the newest cox modem/router?

Can I limit specific devices amount of Up and Down on the Cox Panoramic Wifi modem without locking it out of the connection entirely? If so I can not find the darn options for that.

I don't believe manufacturers limit devices by bandwidth or even data caps.  Panoramic just allows you to control sites and schedules.
