Is it common practice each time we transfer service because of a move there is a hard check run on our credit report?

Is it common practice each time we transfer service because of a move there is a hard check run on our credit report? I have to move every year or so because of my job and i'm shocked to know my on time payment history means nothing.

I wasn't even asked if the credit check was okay or told it would happen. I own my own modem and only require internet service.
