IP Address changing

I live in Scottsdale, AZ. For the longest time we've always been assigned an IP address starting with 68.x.x.x which is the same as anyone else in this area who has Cox. But I noticed as of recently, whenever I have to restart my router/modem, it initially gets assigned an IP address starting with 68.x.x.x but after a little while (sometimes hours, sometimes days) it switches to an IP starting with 24.x.x.x for no apparent reason. This doesn't happen to anyone else I know who also has Cox in this area. Is there any particular reason for this? It's kind of frustrating because I have a VPN I need to connect to for work that filters based on IP address. Example from today:

    Our residential services work by leasing out an ip address directly to the modem. This lease expires over time and new address are assigned to the modem. The 24. addresses are normal for your area and can be assigned to your modem whenever the ip lease is up for renewal. We do not have a way to guarantee a set (static) ip address for your modem with our residential services.
