Internet modems keep resetting

I live in the first floor apartment in my building and my brother lives in the second floor apartment. Randomly throughout the day both of our modems reset together. Sometimes it happens for 20 minutes straight where they just keep resetting other times they reset once and then be fine. I've had 2 Cox technicians here and both basically told me they cant find the issue. One submitted a ticket for the line techs to check the lines on the poles and mentioned it could be a power issue in my house but he is unsure if that is the issue and i dont know how i would check that. My brother and i are basically on separate lines from the pole. This has been happening for about 3 months now with no resolve, any help is appreciated.

Random facts about this issue:

Rarely happens at night time.

Most often happens around 3pm - 10pm

As soon as modem comes back up internet is immediately available.

All speeds are PERFECT when the modem not resetting.

    Hello, I am seeing some intermittent packet loss at this time. Please check to ensure that all cables are tightly secured and free of damage. This includes any splitters, boosters or amplifiers you may have as well. To my understanding, you've had many service technicians come out to the home, and we may have to get our Field Escalation team involved.       I sat on the phone with a tech support representative for about an hour going through all my lines by hand. Even replaced a barrel and a splitter with no resolve. I just now sent an email to cox.help@cox.com. I hope they will be able to help me because this is extremely annoying and i just want this issue resolved already.
