Intermittently slow speeds

I have the Ultimate internet package. Frequently, my speeds will be extremely slow, even taking a couple minutes to load one page on the cox website. I went through phone support and initially, he couldn't even see or access my router. After a couple resets, he was able to see it and showed strong signal in and out. He recommended my to exchange my router at a Cox store, which I did that night. It seemed to fix the issue somewhat at first, but again I am noticing the same drops each day. Running a speed test shows good numbers (>200mbps download, >30 upload).

TLDR: speed test shows high speeds, browsing slow on all devices.

    Is the browsing issue happening only on the Cox website and related pages? I'm looking at your modem now and it's got a very good signal. Can you tell me if you're still having trouble?

    It's on all pages. It hasn't been as bad this past week but it's still very sluggish.
