After trying the repair Outlook worked once. but it has not worked sense.

No. All emails are in webmail

Your Outlook is not connected to webmail. Webmail is HTTPS. Your Outlook is connected to a mail server. Webmail is just a web-based interface to the mail server. Different protocols...different connections...different interfaces.
Correct username and password? Is Outlook configured to Log into SMTP? "This server requires encrypted connection" check box?
