How many outages would you agree are acceptable per week?

I take college classes online and work from home. I've moved through out the States for decades and have never seen anything like this. Not even in the 90s. Why does COX think constant outages is a normal acceptable thing?

COX might as well stand for Constant Outages and the X is for the service you won't get
