How does one access the Oliver Private Chat function?

How does one access the Oliver Private Chat function? It's all over the support "contact us" page, but there is no way to do so. There's a cute little graphic depiction of Oliver, but no Chat butto...

Same thing here. Typical cox **. say something but not back it up. I am trying to contact cox through chat, BUT THERE IS NO, I REPEAT NO CHAT START BUTTON, on the right, left center, top or bottom. DO YOU GET IT, NO CHAT BUTTON.
