I log in with my primary account when I need to do admin stuff but my phone would log in several times a day to sync my email on that account. That's what gets my account locked. I stopped syncing my primary mail account on my phone app to stop it from locking out my account.
When I click reset, all it does is make me choose between using a voice line for the code or get an SMS code.
It's a stab in the dark, but I've read some recent scripting problems with Microsoft Edge. Are you using it? Perhaps another browser.

I do use Edge but I also tried using Mozilla and Chrome and they all have the same result. I went back to the two-step choices page again and I didn't notice till this time that the message is saying that two-step verification is required! It wasn't stated on the page where I decided to use it as it was presented as something I could do to enhance my security. Now, after I agreed to it, I can't use my mail app on my phone for that account anymore. I guess it's not the end of the world as I can still use Outlook on my PC as it somehow manages to process it. It's not a very good policy to use a bait and switch scheme to get people to agree get another email address that didn't require it. I will put in a request to my mail app support to see if they can make a change to accommodate this situation.

I don't know about Cox requiring it. Like I mentioned above, I've never had 2-Step enabled on my Cox account. When I sign into my Cox account...and I just did...I always get the prompt: Protect your account. Set up two-step verification and get a text or email when someone signs into your account. However, there is always a choice: Not Now...or...Enroll
I use POP Peeper to check email and 2-Step isn't configured for my Cox account. It's configured for my Yahoo accounts because Yahoo mandated it...but I just used the 1-time generated code for it.
We're talking about OAuth2, right? What's the email app on your phone?
However, you shouldn't be forced to use it if Cox doesn't mandate it. I'm curious why you don't get the Turn Off option. When you hover your cursor over where the option should be, do you get the Hamburger Helper hand? Meaning, the option is there but you can't see it...which would be weird because you've tried 3 browsers.

Well, the message in the top box says

The only live object in either of the two boxes is the text of the word "Reset" and there is no tip that becomes visible when hovering over it with a description of what will happen or what the choices are, just Reset and take your chances that it will do what you want.
The phone app I am using is Aquamail Pro. I've used it for many years and I've been very happy with it. I did a search for android mail apps that can handle two factor authentication but was not able to find any that it except for one that costs $49.99 a year.
I spent a bunch of time chatting with a tech support preson who said she turned it off but it was only reset. Then I called tech support and talked to someone else who told me to go my profile and two-step verification where I would find a way to turn it off. That obviously doesn't work.
I'm inclined to believe there is someone in control there who is mandating it. Like our current administration, they think they know what is best for me and to prove it they will force me to do what they want.
So far, no one from Cox has followed up with me except you, but I assume you are not a Cox agent and you are just trying to help.
