I have been having the same issue for a while now. Have called Cox several times and was told it was my modem. I switched to a Cox modem, and I still have the same issue.

Hi Juggaknot, if the issue has continued since switching to another modem, it's possible there is a signal issue to the modem. This should be investigated by a field technician. I have this issue too, and technician came and nothing wrong with the cables or signal issue. It's likely your network.
