I'm in the same boat as bk_inAZ.  I own my own modem, and received the "free modem upgrade" letter from COX.  I also followed the link in the letter, and was asked to pay $179.99 for the "free" modem.

I got it for free. I didn't have to exchange the modem I owned.  I just wish the new one worked. (see below).
