Every device (phone, computers, TV's) have freezes and interrupts with Fox Nation.

It could be congestion on your personal network...or it could be congestion on the Cox network. That'd be 2 different speed tests.
After you rule out any congestion, you'd need to contact Fox Nation to investigate. Fox probably hires a Content Delivery Provider to distribute programming throughout different regions. Therefore, it could be a non-Cox regional issue.
