The saggy cable is beyond the demarcation point, so it's your call. The demarc is a Network Interface Block usually housed inside a weatherproof box.. Cox is responsible from the street to the box; you're responsible from the box into/onto your house.
You can DIY or hire a contractor. The choice really depends on your future needs, such as resubscribing to Cox and selling your house.

The demarcation point for residential is ALWAYS at a place that is touching the exterior wall of your home. Do not let an ISP or utility company tell you otherwise. Yes they might have some equipment on a utility pole, but the line that comes down and touches your home or is otherwise run underground from the street is the ISP's financial responsibility.

Cox is responsible from the street to the box? Cox wants to charge me $60 to remove the Network Interface Block and its exterior line to the power pole. I am astounded and angered. I had been a Cox subscriber for more than 40 years and had to unsubscribe because of its costs.
