Email security update-Cannot sent emails now on my Note8 or Galaxy Pad

Ever since last week, I have been unable to send or forward emails from my Galaxy Note 8, my wifes Note 5 or my Galaxy pad. I checked all the proper setting in the incoming and outgoing server settings. and even had a senior Cox techie try. Last resort was to have me wipe the accounts and reload. I still can only receive. It has to be on Cox's end...HELP! When I go to authenticate the SMPT, it tells me it cannot connect to the server. These are very current devices and are using IMAP 993 SSL incoming, and SMPT SSL 465 (Also tried TLS 587) on the outgoing and cannot get outgoing to work...

    I have been having same problem from my PC running Windows 10.   Tried Thunderbird and eM Client as well as Outlook (2003 version - (Yes I know ancient version but it's worked until the security changes were mandated.))

    Latest error msg is:  

    "An error occurred while sending mail: The mail server sent an incorrect greeting:  eastrmimpo306.cox.net cox ESMTP server error (try again later)."
