I am having the exact same problem. Spoke with two Cox agents this morning, but issue not resolved. The second agent told me to contact Microsoft because it's an Outlook problem. Given the comments below, I am not thinking that's true.
Nice screenshot from Chris K a couple of pages ago, but doesn't match anything on my Outlook program. And the closest thing I can find (Require Secure Password Authentication (SPA) under the Internet Email Settings / Outgoing Server tab) is not highlighted so I cannot change it.
Like Derral, I do not want to use the Cox website for my email. It is hard to use with voice activation, which is how I drive my computer. Outlook 2013 works great, or it did until today.

This is an issue that COX has known about for years. Just because Cox tells us to change our settings by January 25th 2018 is not going to magically make Mail, Outlook, and Airmail start sending emails.
Better Cox support to fix this issue is needed. I've changed my settings to 993 and 465. Now that I've updated the ports is Cox going to ensure I can receive and send emails?
Cox customer for over 25 years. But maybe for not much longer.
