Email is not available, HTTP 403 Error

Email is not available, I  spoken with cox representatives all week, who tried continuously to recover my account.I don't understand I'm able to log in my accout and my email shows under my profile but every time I select  view my emails I'm flashed with a HTTP 403 error. This is my 4th device trying to access my emails and still a no go. I relocated and closed my business cox account but was assured I would retain my cox email address because I had multiple businesses linked to it. There's no reactivate section under my email account preferences so at this point im disappointed and confused, is there anyone who can assist me with email recovery, Thanks
