Agree -- can't access my incoming cox.net emails via Web, iphone or Outlook 365. Can send outgoing emails from Web and iphone but not Outlook 365 -- app doesn't even save "sent items." I've tried repairing account settings a million times, but the yahoo settings won't stick. Reluctant to delete former Outlook account and reset up since if Web email not receiving incoming messages, then problem is on Yahoo's end. Tried calling for support, spent hours waiting -- 2x -- only to get someone with very poor English skills, asking irrelevant questions (driver's license, names of my many Outlook folders/subfolders, etc.). After jumping through many unnecessary hoops w/o getting closer to solution, I had to hang up to use bathroom -- that's how long each call took! I suspect Yahoo wants to force everyone to use its email app, which probably has all sorts of privacy-invading/tracker features -- and doesn't have any of my Outlook contacts.

Update: I finally got Outlook and iphone set up to send/receive emails (knock on wood the fix holds0. I'm convinced that something was wrong on Yahoo's side since I gradually regained ability to send first via webmail, Outlook and iphone, then regained ability to receive via webmail, then got Outlook 365 desktop app to accept same imap and smtp settings that repeatedly failed previously. I also disabled two-factor authentication, which seemed to eliminate need to use Yahoo's random third-party app password (which didn't work anyhow.) My iPhone mail started working after I first used iPhone's default yahoo mail setup, then manually added another yahoo smtp account as backup.

Question. I got a Verification password from the yahoo site, and was able to send and receive email on my iPhone. When I try and set up my outlook mail account, everything appears to be correct, but I am using the same password I used on my iPhone. Did you use the same password or did you go back and generate a new and different password for outlook? I am using port 995 and 465. I can send a Test email from Microsoft outlook, but an error on incoming? When I check my iPhone it shows the test message sent, but it is failing on receiving emails in outlook???
