I am having the exact same issue, suddenly, since yesterday afternoon. As of 12/31/17, I cannot SEND any email messages (I use Outlook) from my pc. Incoming messages are fine. I have 3 email addresses connected with my Cox account, and none of my email addresses are succesful in sending.
Error messages says:
reported error (0x80042109) : "Outlook cannot connect to your outgoing (SMTP) e-mail server. If you continue to receive this message, contact your server administrator or internet service provider (ISP)."
Any suggestions?
This happened a month ago with Cox and their outgoing servers not connecting with Outlook and I did nothing. It took about 3 days and then suddenly, everything was working again.
