Can I request authorization to allow me to test web hosting from my home computer?

Hello, I'm a software engineer and hobbyist learning how to build an API. I have everything up and running locally, but when I try to test externally I'm not able to make a connection. I've bound my site to a port, made a firewall rule to allow TCP connections through that port, and forwarded the port through my router. After failing to make a connection, I found this in the AUP:

5. Servers. You may not operate, or allow others to operate, servers of any type or any other device, equipment, and/or software providing server-like functionality in connection with the Service, unless expressly authorized by Cox.

I was wondering if I can request an exception so I can test my API? Again, this is just for a hobby, I'm not a business trying to make money from it, and I will end up hosting this on my friend's server anyway. I just don't want to have to send him new code every 30 minutes while I develop and test.

    We do not allow the use certain ports and servers via residential services. Sadly, we are not able to make exceptions.
