A screwdriver. A "Primary Feed" is the single coax outlet in your home connecting to the outside world. You have an Network Interface Unit (NID) bolted onto the outside of your house and this NID connects to your Primary Feed.
If the upstairs outlet was once your Primary Feed, there should be a coaxial splitter behind its wall plate to divert the primary signal to your basement. Start there.
