Hello Wendy,
If the Panoramic Gateway WiFi Modem was swapped or recently restored to factory settings, then you would need to access My WiFi to re-configure the settings. When you access the WiFi App, is it showing the device is paused or showing the option to Unpause Device? If this still hasn't been resolved after going into the WiFi App and device list, please unplug the power to the Panoramic WiFi Modem for 15 seconds. Once back online, check the WiFi App again to test pausing the device again.
