AT&T DSL that they labeled Uverse was evil but Cox data was bad years ago when I left and not much better today.

The uploading packets are not making it thru.  All these data services claim UPTO XXXX amount of bandwidth.  If you promise upto 100 cars thru that intersection in one minute and 60 of them crash and you resend them over the next minute, you have not met your promise.  Sorry, UPTO, you have met your promise.  If you send me no car(s), you have lived upto your promise.

I can not be understood on OOMA or on google voice on the PC
