This was happening for multiple computers/browsers so I thought it was happening on the Cox end. Since it was clear this was only happening to me, I decided connect a computer directly to my modem. I am able to get to the bank site without the router! Even after a factory reset, the router is still blocking this site. I've switched out the routers for now so i'm back in business.
I appreciate everyone's help here!
