I disagree. The manufacture will only honor the warranty if there is something wrong with the hardware. OP has a Cox/signal issue, not a hardware issue. They need to return the modem to where they bought it, assuming that place allows returns. It's like if you bought a Coke at a store and then decided you didn't want it. Would you call Coke?
Best Buy won't take them back after 14 days, even if defective. Retail sure has changed. 🙃
That stinks. Only thing I can think of is to sell them on eBay or something.
As for your problem, it looks like you have some kind of ingress in the 700 MHz range. I suggest having another tech out for them to specifically scan that part of the spectrum for ingress or noise. If they can't help, try filing an FCC complaint for escalation.
