I've read other complaints (from years back) having the same issues, but it doesn't seem as though their concerns were resolved. This particular email account is for my business. Changing my email address at this stage of the game (been using Cox for 20+ years) would be a huge undertaking. I have thousands of customers and suppliers that would have to be notified.
Ouch. I would never use a FREE ISP email for my business. What was your plan if you ever had to move or change ISPs?

Well this isn't free. We pay/use Cox for our internet, cable, and telephone services. We started our business in 1979. The packages that were available for the business industry in our area many years ago was only through Cox. Up until this major snafu, Cox has been a wonderful service provider.

What I mean by free is you don't pay extra for it. It's is also outsourced and Cox is slowly shrinking what customers it supports. I wouldn't be surprised if Cox eventually gets rid of Cox email all together. Not to mention using Cox Residential email for a business is probably against ToS. I suggest getting a backup email provider and slowly switch over. If you have a website for your business then your website provider probably offers email servers under your domain. I don't mean to be rude with my response. Just trying to give the best overall advice.
As for your issue in OP, you could try emailing Cox and see if they can put in a ticket to investigate your issue.

Yes, I know all that. My email is through a business account.

verify you have no filter rules setup. Filter rules can cause the issue you presented. Also ensure in settings you have your email set to be delivered to the inbox, it can be set to be delivered to any folder, and it's easy to get it set to the wrong one.

I have all my filters disabled. I don't however see in my settings where to check to make sure all my email is going to my inbox.
