a website imstat.org is blocked by Cox

Can anyone help me on this:  the website imstat.org is blocked by Cox.

If I use my data for internet, I have no problem to access this website. But under Cox wifi, the website cannot be accessed.

I tried to call Cox numerous time, no one can help on this.

Can you resolve this issue?
