Can my iPad mini control the volume on an older Panasonic TV?

Panasonic does have an iPad app which controls some 2011-2014 VIERA models, see here: http://av.jpn.support.panasonic.com/support/global/cs/tv/vremote2/ios/index.html

That page does contain a link to a list of compatible models.  If your TV is not network capable, then you would need an IR device to simulate a remote.  HTH
