Cox agent confirms that they do throttle speeds
Just got out of a chat with an agent about speed issues I've been having for the past month and he confirmed with me that due to exceeding the data usage cap that Cox is indeed shaping/throttling my connection. I tried to point out that under Cox's own Terms of Service it states that "Cox does not shape or throttle Internet traffic based on the particular online content, protocols or applications a customer uses" but he was adamant that I was being throttled due to excessive usage. I had a feeling that was the case since my speeds have taken quite a nose dive in the past month. I'm currently on the Internet Premier plan that reportedly has 100mbps/10mbps and I'm down to 16.2mbps/768kbps on my last speed test. The download doesn't bother me so much, but the upload is killing me. I've done some troubleshooting on my end just to make sure it wasn't Cox doing this to me. I've moved the modem to every possible spot in the home, tried the connection with and without the router (same results either way), did a factory reset on my modem (Motorola Surfboard 6121), and checked my signal ratings and they appear to be in a good range for both the downstream and upstream. I feel like I've covered all my bases, and the timing of my slow down with me going over my data usage really only points to shaping happening on Cox's end. I'd love to be proven wrong, but that's what it looks like to me. Can't even watch a 2-3 minute video without it stopping to buffer several times. And it is not YouTube. I can watch the same stuff on my phone without a problem. So I've just had it with Cox and their seemingly dishonest practice of blaming everything on the customer... I just got the 300mbps service in Las Vegas, and suspiciously get 500% increases in ping to gaming services as opposed to standard browsing/streaming service. I've validated everything is good to go on my end, and spent an hour or more being treated like a fool with Cox "technical support" people who don't even know what ping or traceroute are. As a background I've worked in IT for 15+ years and manage large load balanced networks like this for a living... Either there is an immense amount of ineptitude and apathy going on, or they're trying to push gamers to spend more money. My modem is a DOCSIS 3.1 enabled modem. My router is a gigabit router. I'm wired into the router with CAT6 cable, directly. My connection to the COX gateway is fast, and fine. The issue is the Cox internal routing. In this case, I'm going to use League of Legends for an example since they post their server IPs publicly. All I need to do to show where the breakdown is occurring is run a simple tracert. I CAN'T EVEN BUY THEIR EXTRA SERVICE IN MY AREA. Come on! If you're going to scam me into buying a premium service, at least offer the option to buy it! My only option has been to reduce my service to the 150mgps service (why bother with bandwidth if it's slow), and subscribe to Haste for a slight ping boost to try and compensate. Note - COX - you're losing money here. In the end I'm just getting screwed, and Cox is showing how dishonest they are. If they could explain exactly what that IP is and why they refuse to address it internally, maybe it will matter. Im an affliated twitch streamer and its really hard for me to do my hobby/job, because of cox throttling my speeds. Already replaced the coaxial cable making sure there are no bends or damage. My upload speed is supposed to be 10mbps, but its very incosistent. The same problems keeps happening for the past 5 months. I drop frames streaming and the stream is never smooth, just as i was growing. I've already had a Tech out and they resolved the problem for 1 day. Not looking to have another tech out. A lot of other streamers have had problems with cox streaming on twitch. There is an issue with the Cox Panoramic Router/Modem and YouTube. I can't tell if there's a firewall setting or something I'm missing. YouTube videos buffer while using the Cox Arris TG1682G Panoramic Gateway. I thought at first that Cox may be throttling YouTube so I got the FCC involved. I still suspect it, but haven't been able to prove it. However, when I put the Panoramic Modem/Router in Bridged Mode, and connect my own router to it, YouTube doesn't buffer and videos load instantly. Keep in mind that while using the Modem/Router combo in it's normal Routed/w NAT mode; that speeds were great overall. So it isn't a speed issue. It's YouTube in particular and videos taking 5-10 seconds to buffer before playing, only on Cox's network. This was tested on several different computers, and mobile phones with the same results. I've changed DNS servers to use non Cox DNS, played in the router settings, turned off TG1682G firewall, etc. I can't think of anything else that could be causing this except Cox doing some sort of traffic shaping/prioritization, or throttling with YouTube coming from their device, or a TG1682G device setting. Results were intermittent at times, meaning a few times videos would load instantly. That lead me to believe that it wasn't necessarily throttling, but traffic shaping/prioritization instead. I have been a Cox customer for about 10 months and within the last month I moved and transferred my service. Every since then, I have been unable to obtain download speeds higher then 100 Mbps. I have been paying for Gigablast the entire time and I also pay for unlimited data. I have contacted multiple support representatives and I have not gotten a clear answer as to why this is happening. Most tell me that it is my equipment that is causing the issue and that I should contact the manufacturer. They have even stated that if my equipment wasn't the issue, then there wasn't anything else Cox could or would do for me on this issue. I am using an Arris SB 8200 that is just about 11 months old and a new Amplifi Mesh WiFi system that is less then 2 months old, all of which where working just fine until I moved into this new place. But never the less I have contacted both of them and they can not find anything wrong with their equipment. With that in mind, I reset both to factory settings twice in the last month and I still am not able to download anything faster then 100 Mbps. The last service representative I spoke with scheduled a technician to come out to my home to attempt to resolve the issue. I am skeptical that this will work because when I asked what the tech will do during the appointment, the representative said " hopefully they can fix it, if not they will just have to run it up the ladder and escalate it." They said they had the same problem at there home and that the technician could not resolve it so they have just been dealing with it. So now I will just get to wait and see what happens on Thursday. All was well until about July 2019. My upload speeds without VPN were 900, and my speeds through my VPN (Cisco AnyConnect) were 250 connecting to my hospital network. After that, my connection without the VPN stayed the same. Through the VPN, however, speeds dropped to about 8. Unusable for my needs. For a short period, speeds went to about 40 for about 2-3 weeks in Sept or Oct, then back to 8. Today I'm at 6. One of my partners, and the IT director of the hospitals have fiber, and the same problem. After extensive testing by the hospital IT team, they determined the problem is definitely on the Cox end. A level 2 or 3 Cox IT employee went to the home of the IT director, ran his own tests, and confirmed the problem is on Cox's end. That was weeks ago. No communication, known action, or resolution. In the mean time, I'm still being charged over $100/month for a service that does not perform anywhere close to advertised, and is useless for my work needs. I have spent 4-5 hours, made over 20 phone calls, andhad 2 no show service calls attempting to get a second line (Coax with speeds "Up to 300", which is what I'm told by Cox is my only other option at this time to connect to work with usable speeds). I get nothing but the run around. People say they will help, try to schedule an installation, and the system won't process the order. When I try to follow up with them, they don't answer, return my messages, or respond to my emails. Any assistance or advice would be welcome. I've had a total of 5 techs in my home and 3 line techs out. I'm being told this is a distribution problem. There is a representative i have been in communication with due to the BBB complaint. Basically going on 3 months with this issue and nothing has improved. I'm paying for COX Ultimate and intermittently i am barely able to get 10 mbps down and 5 up. Someone needs to actually fix this problem. Look at the entire issue and come to a conclusion. I just now lost connection to everything i was doing and then it immediately reconnects. So I have been having lot's of issues streaming on twitch. I was ultimate internet user for about 3 years. I have been having issues streaming on twitch. I have had numerous techs come out and my signal levels are fine. I upgraded to gigablast thinking something might change and I'm still have the issues even after upgrading services and having more then 4 techs come to my house. It clearly looks like cox is throttling upload to twitch. I'm able to stream for about 3 to 7 min without issues then my bitrate up just drops. I reboot my modem and the issue goes away for a few mins. Download speeds are good no other connectivity issues. Modem has been swapped 3 times and I'm hard wired and have tried several different devices. It also looks like there's been several post regarding cox throttling and twitch on reddit and other sites. So what's the deal ? Why is it a issue for people with Cox internet to use twitch for gaming upload. I have to lower my bit rate to 2300 my friend has a different ISP and he has slower speeds then me and is able to do 5000 upload. Someone at Cox needs to look into this and fix this. It's not a issue on my end it's clearly something cox has going on. I even had a tech say it's possible we are throttling twitch I can't say if we are. He even saw the sudden upload spike drop and didn't have a answer and said that it wasn't a official cox test so he couldn't do anything about it but noticed the issue and said he wished he could fix it.
