Cannot reach scottrade.com

I cannot reach scottrade.com using my Cox internet connection directly.  Access using a VPN or via a mobile network works fine, so it doesn't appear to be a problem with the scottrade.com website itself.  Also accessing other services via my Cox internet connection seems OK, so the outage appears to only be a subset of internet sites or perhaps just this one.  Here is the output I get when running an MTR report against scottrade.com from my home system w/out DNS resolution:

According to whatsmyip.org, my source IP is 72.213.145.95.

    If you can reach the site using a VPN on our network.  To rule out any internal router settings, please try using a direct connection to the modem with a standard laptop using basic default settings.  If still unable to connect, please reach us on Twitter at @CoxHelp, visit us on Facebook, or email by at cox.help@cox.com.
