I'm happy they don't offer OANN. It's trash. In fact, I don't have cable because I don't want the $2-$3 broadcast fee going to Fox News either.
Fox News wouldn't get a broadcast fee because Fox News isn't a broadcast station.

Not only that, because Fox News is a CABLE channel only, they are not affected by the FCC broadcast channels regulations.

I'd presume a cable channel wouldn't have to comply with broadcast regulations, meaning a cable channel can curse on-air but a broadcast channel could be fined; however, I'm unsure of your point. Because the FCC regulates broadcast stations, do these regulations make broadcast news not "trash"?
Also, Broadcast fees are not gov't mandated.

No, but RE-Broadcast/re-transmission agreements are in fact FCC mandated.
"
What is the FCC retransmission consent?Retransmission consent is a provision of the 1992 United States Cable Television Consumer Protection and Competition Act that requires cable operators and other multichannel video programming distributors (MVPDs) to obtain permission from commercial broadcasters before carrying their programming."That agreement normally includes payment.
