What channel will the ACC network be on?

Now that Cox has signed up to carry the ACCN, what channel will it be on in the Phoenix area. I need to notify a couple of hundred Syracuse alumni. Will it be available to everyone, or do we need the sports package (which I have). Also will it be on the ESPN app for everyone even if they do not have any special packages it may be on? Will it be live today? I know when spectrum, for ex signed on a couple of weeks ago it was live within hours.
