How to access Cox On-Demand Channel 1 free programming with TiVo

When I select Channel 1 with any of my TiVo’s, all I get is a Cox pay-per-vies barker channel, NOT the Cox On Demand service and sub-channels What’s the secret to this?

Is this an app created by TiVo, or Cox?
