Cloud DVR does not count toward data caps

The question of whether Cloud DVR data counts towards a customer's data cap comes up in discussions occasionally.  This is a link to a post made by a moderator to answer that question.

    Any idea how Cox separates traffic for cloud DVR vs something else? Especially when the customer has their own retail router. Is it done at the DNS level? Some kind of VPN client on the box? MAC of device? I don't expect a moderator to answer because they like to use the "proprietary" card, but I thought someone else might know.
