BBC World News in HD, and Streaming outside my local Wi-Fi

I'm considering my TV options since my current promotion with Cox expires in August.  Top of my list is to get BBC World news IN HD.  Currently I pay and extra $12/mo on my Contour service for an add-on "pack" to get BBC World News which is streamed in sub-par standard resolution with often 16x9 to 4x3 cropped aspect ratio. A competing streaming service has it in HD as part of their base package.  Also that same streaming service doesn't block any channels (like my local stations) when I'm away from home.  Am I missing something here?
