If other apps work it's not the Internet connection. Sounds like a problem with the TV app. Have you tried uninstalling the app? Have you check the TV firmware? If all else fails I suggest getting a Chromecast or other media player. Just buy one you can return in case it doesn't work. Some are only 20bucks.
Not sure what you mean by TV app. Netflix, Hulu, and Paramount+ (plus several others) are part of the subscription package we purchase from Cox (a whole cornucopia of add ons besides basic cable). Have no idea if there is a TV firmware I can access. Can reboot the entire Cox system, which I have in the past to no avail. Chromecast media player is in lieu of the Contour box or in addition to the box

Paramount+ is a application(app) or program on your TV. If it is the only app having a problem, it is probably a problem with the app itself. To check your firmware, what model TV do you have?

Didn't you say this was using the NATIVE app on your TV? Why are you mentioning the Contour box now? That should have nothing to do with it. You would use the Contour box to watch live TV. It can run apps but you said you were running the app on your TV.

If I said I was using the NATIVE app on the TV, I misspoke. Have no idea what NATIVE is or what it does.
Cox thru its Contour subscription and the box that comes with it offers a number of streaming services -but not for free, we pay for Netflix thru our T-Mobile phone and Hulu directly with Hulu... and we pay Paramount+ directly to Paramount
