Are you able to see the tabs? If yes, select "Missed". Are missed call entries displayed?
There is still an issue with Call History. The "All" and "Voice Mail" tabs don't work and Error while fetching call records sometimes displays at the top of the page when initially selecting "Missed" or when sorting. Calls (phone numbers) ascending sort is available. Date sort is available, but only from oldest to newest. Hopefully, all remaining errors will be fixed soon, and Call History will be back to normal.

Heads up: If you position your cursor at the end of your posted text/image and press the delete key, it will remove the blank rows at the end.
Your issue does appear to be a bit different. You should send that image to cox.help@cox.com so they will include that information in the ticket. It's just how you described it. Sorry about asking for clarification, but that's not always the case with new users. BTW, welcome to the forums.

New posts in Call History Not Working | Cox Community are not causing the discussions list to be updated to indicate new posts in that discussion. However, if you open the discussion, you'll see the new posts.
Update: Posts in that discussion are updating the discussion list now.

Haven't had access to phone tools for most of the month of December. Is it safe to assume my bill will be reduced for lack of service?

This is an ongoing issue for all of December. Been reported here and with support personnel. No resolution yet. Have not heard from Cox for over a week. My guess is this issue is not being actively resolved or addressed. Have not seen any compensation for loss of service on the bill either. Not expecting any more from them.

Have you recently received any voice mails that you haven't deleted yet? I sent myself an email and it caused me to lose all call records from the Call History "All" tab. Immediately after deleting the voice mail, all call records returned to the Call History "All" tab. See this post.
Update: It probably wouldn't be worth deleting voice mails to try fixing this because the "All" tab currently appears to only include calls sent or received today.

I don't use cox voice mail. Since I never setup a mailbox how would I access it to delete anything? There are no voice mails showing up on the call history and there does not appear to be any way to delete anything in the call history.

The Voice Mail tab under the Call History and 30-day search in Phone Voice Tools is not displaying information and this has been identified and escalated for resolution.
