Why does Cox internet SUK so bad? Why do I pay over $150 a month for Gig speeds and only get 40 Mbp?

Cox internet speeds SUK and they have a monopoly in Phoenix and screw everyone on prices. The speeds are horrible and the customer service ** beyond anything imaginable.
