Weekly/daily internet outages

This isn't a question it's a statement of fact. Our neighborhood is constantly losing the Cox internet connection. I had a Cox tech come to my house and he replaced a box on the outside of the house saying “it was 20 years old and failing.”  Well it did NOTHING to fix the problem. Every week, sometimes 2-3 times per week! Cox fails. 
Cox tech support sends the same message every time the internet goes out, which is, “There’s an outage in your area and we are working on it right now. We expect the service to be returned in 5 hours.”
I can’t wait until one of the other Fiber internet providers comes to my area. Cox provides horrible uptime and constant failures in my neighborhood. If the problem re-occurs month after month why can’t Cox isolate and REPAIR the connection?
