Unburied cable still on my driveway 8 months later

My neighbor ordered fiber optic service and cable was laid across my driveway approx 8 months ago.  I called cox after six months and complained it was not buried yet.  They sent a guy out who said it would be done within 30 days - but would not provide me with a work order number (red flag).  Well surprise surprise it’s now well past that and I’m in complaint mode.  Here’s my working list since Cox doesn’t pay attention:

FCC complaint - submitted

Arizona Corporation Commission complaint - pending

City council - pending

Homeowners Association - pending

Anyone else I should add to this list?  It seems no one wants to tell me who is responsible and when the work will be done.
