Throttled? or an issue with Cox internet somewhere?

  This has been happening off and on.  I thought it was resolved, but it has reared it's ugly head again.  My upload speeds are dropping fairly regularly now.  They have been unstable for almost 72 h...

the only other ISP is Centurylink DSL...  been there, done that... and WON'T do it again.  I have found that any ISP with "Link" in their title is a horror story waiting to happen.  Have has terrible experiences with Centurylink and Suddenlink.
