Yes, none of the hitching is present on a hotspot. I have heard from other COX customers that using a VPN will also eliminate the packet loss, but that will raise my ping in-game just like a hotspot. I subscribed to Internet Ultimate for the sake of having a low ping, so I don't want to resort to those options.
I just downloaded and used the same Ping Plotter Pro tool. When I changed the packet size to 512 bytes (The default is only 56 bytes), I started seeing about 20% packet loss at a hop on Amazon's 54.239 subnet. For me, it was hop 7. BTW, I'm on the east coast in Virginia. https://imgur.com/i8mE2YG
