I've taken this adapter out before and the internet quality didnt change. There is a neighborhood wide forum where people talk. and this is not just something my house is experiencing. its neighborhood wide. Not only is it neighborhood wide. but the internet connection gets better as you get later in the night. and by later i mean 4 am, but i still get latency,

I've checked the area and a few modems on the same node and not showing any issues. As Alan mentioned your modem signal levels aren't up to spec. You can try unplugging the modem power cord and reseating the coax ends had tight. Once completed we can recheck the signal levels.
