You don't. Cox has to test, approve and then push the update to your modem.
Just to clarify here, if I buy a cable modem, and I want to download the latest firmware and install it before I ask Cox to allow it to connect to their network, that's not allowed? I have to connect the modem as is out of the box, and hope that Cox has the current firmware and will push it?

Unfortunate. Most cable modems have been sitting in a box for at least a year and are way out of date by the time you get them. Same with almost any computer equipment you buy.
