Does accessing Netflix through Contour use up our internet download allocation?

Looks like it does use your data, another way to run you over so they can charge you more. I can't understand why they just can't give a simple yes or no. And while I am venting their website is the hardest to understand. I want answers to questions for someone who has been a customer for years, not the ones geared to new subscribers. I want the cost upfront what things will cost me now that I have been paying for years.
