Cannot send email using iOS devices when outside of US

For 8 days I was unable to use ANY IOS device to send emails while staying at a Marriott in the Caribbean.  I had to use their POS web mail out of desperation to contact someone.  My work office 365 app worked just fine.  I have a VPN app on my IOS devices and that did not even work.    What
