465 seems correct for outgoing. Incoming is 993.
What is Windows Live Mail...a component of Windows 10 or Microsoft Office? In other words, a client?

Sorry my internet has been down this morning too. I have Windows Live Mail 2011. My system came with Windows 7 but has upgraded to Windows 10. I have been getting COX emails for years now. This just happened last week or so. I did check COX and I changed my outgoing to 465. The inbound is POP3 and is 995. Here is the message I get when trying to get email:
Unable to send or receive messages for the Cox (username) account. An unknown error has occurred.
Server: 'pop.cox.net'
Windows Live Mail Error ID: 0x800C013E
Protocol: POP3
Port: 995

Edit your username outta your post.
Windows 10 had an update last week...at least mine did...so ensure your OS is up-to-date.

With that said, my suggest to the OP would be to look into alternatives to replace Windows Live Mail. Windows 10 has a built-in email program however Mozilla Thunderbird is very similar in look and feel to Windows Live Mail if that sounds like a better alternative.

So Windows Live Mail is compatible with Windows 10; however, Windows Live Mail is no longer compatible with the security components of Windows 10.
