Can i avoid or bypass a bad hop?

I'm still new with this ping plotter but I am testing routes to cox dns and many other ip's and it seems like the same few hops are creating high latency and small packet loss.

Can certain hop ip addresses be avoided?

Or would submitting them to cox help me at all?
