Calling vs Online chat

When I call Cox,  they give me  very pleasant experience and fix my issue withing 3 days.   When I chat  online all the do is reset my modem.    Why is there such a difference?

Isn't the "live" chat just bots?

    some make me wonder if any training is required to fill the seat.
